• Purpose: This project will formalize and accelerate a sensor technology industry cluster in a seven-county region of Central Pennsylvania, Blair, Centre, Clearfield, Clinton, Elk, Huntingdon, and Mifflin counties, that already houses 1,700 employees generating $280 million annually in sensor-related activity and boasts a Location Quotient of 26.49 in analytical laboratory instrument manufacturing. CDS funds will support cluster coordination and staffing, workforce and talent pipeline development, regional branding as “Sensor Valley,” business-to-business convening, and commercialization support to help early-stage companies access new markets. The initiative aims to create 200 new jobs and retain 375 existing jobs over three years, while leveraging Penn State’s research base to reverse the tech-transfer gap that has historically allowed regional innovations to be commercialized elsewhere.

TechVentures Innovation Hub Critical Infrastructure Replacement

• Amount: $800,000
• Location: Bethlehem
• Purpose: Ben Franklin Technology Partners of Northeastern Pennsylvania seeks funding to replace critical aging infrastructure at its TechVentures innovation hub on Lehigh University’s Mountaintop Campus, including fume hoods, electrical panels, a condensate return system, drain lines, a chilled water valve, and elevator doors. The 129,000 sq. ft. facility currently houses 37 active businesses and 219 employees and has graduated 69 companies generating nearly $1.2 billion in annual revenue and over 6,900 jobs since its founding, with every $1.00 of state investment generating $4.00 in additional state tax revenue. Without this investment, aging systems risk partial or full facility closure. CDS funding will break the current cycle of costly stopgap repairs and allow Ben Franklin Northeast’s capital maintenance budget to be redirected toward early-stage company investment.

TechVentures Wet Lab Expansion

• Amount: $2,500,000
• Location: Bethlehem
• Purpose: Ben Franklin Technology Partners of Northeastern Pennsylvania seeks funding to renovate existing underutilized office space at its TechVentures incubator in Bethlehem into additional wet lab facilities for early-stage life science and technology companies, expanding on a prior CDS-funded initiative. The 37 existing wet labs have been at full capacity since 2009 with over a dozen new inquiries annually, and Northeast Pennsylvania currently lacks affordable, well-equipped wet lab space, directly limiting the region’s capacity for life sciences job creation and economic growth. The new facilities will become self-sustaining through rental income once occupied, requiring no ongoing federal support.
