The U.S. Constitution gives Congress the power of the purse. In fulfilling that responsibility, Senator McCormick is committed to championing programs and projects across Pennsylvania that create jobs, address infrastructure needs, spend taxpayer money wisely, support cutting edge scientific and technological innovations, and make our communities and country safer.

Programmatic Funding Requests – FY 2026

Individuals and organizations seeking Fiscal Year 2026 federal programmatic funding through the annual appropriations process may submit an application below. Before submitting an application, please review the Senate Appropriations Committee’s general guidance here.

Only fully completed applications will be considered by our office, and individuals and organizations with multiple requests must submit a new form for each request. After submission, our office may request additional information for submissions.

This is not an application for Congressionally Directed Spending (CDS). The CDS application is below.

The submission deadline for FY 2026 programmatic funding requests is May 16, 2025.

Congressionally Directed Spending (CDS) Requests – FY 2026

Senator McCormick believes the federal government is too big and spends too much, and the debt and deficit must be reined it. But, once the budget is set by Congress, Senator McCormick believes Pennsylvania should get its fair share of federal funding for critical projects, especially as Congress works to cut wasteful spending and make the federal government more efficient. The Congressionally Directed Spending (CDS) process provides an opportunity for Senator McCormick to advocate directly for one-time funding for projects in Pennsylvania and not leave these funding decisions solely in the hands of unelected federal bureaucrats in Washington, D.C.

CDS funding is available to non-profit entities and state and local governments. For-profit entities are not eligible. Only fully completed applications will be considered by our office, and organizations with multiple requests must submit a new form for each request and rank the priority order of each proposal. After submission, our office may request additional information for submissions.

Before submitting a CDS request, please review the Senate Appropriations Committee’s general guidance here. Pursuant to Committee guidance, please keep the following in mind:

  1. For-profit entities are ineligible for CDS funding.
  2. The information you provide may be subject to public disclosure requirements.
  3. Submission of an application does not guarantee the request will receive funding.
